Each year, hundreds of bills fall to the wayside without much consideration, and this one will most likely end up in that pile.<\/p>\n<p>House Speaker Tim Jones, a Republican from Eureka who sets the chamber\u2019s agenda, has repeatedly stated that he\u2019s committed to protecting gun rights.<\/p>\n<p>Nevertheless, the National Rifle Association has condemned the DOA proposal, and\u00a0<a title=\"The Blaze\" href=\"http:\/\/www.theblaze.com\/stories\/2013\/02\/14\/missouri-dems-introduce-alarming-gun-confiscation-bill-giving-law-abiding-gun-owners-90-days-to-turn-in-certain-firearms-or-become-felons\/%20\" target=\"_blank\">conservative<\/a>\u00a0<a title=\"Fellowship of Minds\" href=\"http:\/\/fellowshipofminds.wordpress.com\/2013\/02\/14\/constitutional-crisis-democrats-introduce-bill-to-confiscate-firearms-in-missouri\/%20\" target=\"_blank\">pundits are<\/a>\u00a0<a title=\"Dana Loesch radio\" href=\"http:\/\/danaloeschradio.com\/missouri-democrats-introduce-gun-grabbing-legislation\/\" target=\"_blank\">blasting<\/a>\u00a0the<a title=\"HB545 PDF\" href=\"http:\/\/www.nraila.org\/media\/10886389\/mo_hb_545.pdf\" target=\"_blank\">bill<\/a>.<\/p>\n<p>\u201cCompelling law-abiding citizens to surrender their firearms and magazines is unconstitutional, wrong and another failed attempt to reduce crime,\u201d the\u00a0<a title=\"NRA post\" href=\"http:\/\/www.nraila.org\/legislation\/state-legislation\/2013\/2\/missouri-anti-gun-legislation-introduced-that-would-turn-law-abiding-gun-owners-into-felons.aspx\" target=\"_blank\">NRA\u2019s Institute for Legislative Action<\/a>\u00a0wrote in a recent web post. \u201cCriminals\u2014by definition\u2014violate laws, especially gun control laws. They will never surrender their firearms, or comply with any gun control scheme. HB 545 would only affect the lawful, while ignoring the actual problem of violent criminals who misuse firearms.\u201d<\/p>\n<p>According to\u00a0<a title=\"KMOV\" href=\"http:\/\/www.kmov.com\/news\/local\/Missouri-lawmakers-feeling-heat-after-proposed-assault-weapons-ban-191344621.html\">KMOV<\/a>, Ellinger and Schupp have reported receiving \u201cthreatening\u201d messages from pro-gun advocates since filing the proposal, and they have reported the calls to the Capitol Police.<\/p>\n<p>&#8212;<\/p>\n<p>Here\u2019s a look at some of the other gun proposals that have been made a month into the legislative session and where they stand:<\/p>\n<p>(Note: Bills must be sent to a committee before a hearing can be held, but committees aren\u2019t required to hear each bill they receive. All statuses as of Friday, Feb. 15)<\/p>\n<p>Hearing held:<\/p>\n<p><a title=\"SB75\" href=\"http:\/\/www.senate.mo.gov\/13info\/BTS_Web\/Bill.aspx?SessionType=R&amp;BillID=16968488\" target=\"_blank\">SB 75<\/a>\u00a0would require schools to teach gun safety programs for first-graders. Voted out of committee and sent to floor.<\/p>\n<p><a title=\"SB 150\" href=\"http:\/\/www.senate.mo.gov\/13info\/BTS_Web\/Bill.aspx?SessionType=R&amp;BillID=17254559\" target=\"_blank\">SB 150<\/a>\u00a0would declare certain federal gun regulations unenforceable in Missouri. Committee has not yet voted.<\/p>\n<p>Referred to a committee but no hearing held:<\/p>\n<p><a title=\"HB162\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB162&amp;year=2013&amp;code=R\" target=\"_blank\">HB162<\/a>\u00a0aims to ensure that certain firearms made in Missouri don\u2019t fall under the purview of the federal government if they stay within the state\u2019s borders.<\/p>\n<p><a title=\"HB170\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB170&amp;year=2013&amp;code=R\" target=\"_blank\">HB170<\/a>\u00a0would make it illegal for federal officials to enforce federal firearms laws related to guns that have never left the state borders. It would also bar federal officials from implementing any restrictions on semiautomatic firearms.<\/p>\n<p><a title=\"SB124\" href=\"http:\/\/www.senate.mo.gov\/13info\/BTS_Web\/Bill.aspx?SessionType=R&amp;BillID=17148860\" target=\"_blank\">SB 124<\/a>\u00a0would create a crime of \u201cfailing to stop illegal firearm possession\u201d and require parents to notify schools if they have guns in their homes.<\/p>\n<p>Not assigned to a committee:<\/p>\n<p><a title=\"HCR20\" href=\"http:\/\/www.house.mo.gov\/billtracking\/bills131\/biltxt\/intro\/HCR0020I.htm\" target=\"_blank\">HCR20<\/a>\u00a0would affirm the state\u2019s commitment to the Second Amendment in a resolution sent to the state\u2019s congressional delegation.<\/p>\n<p><a title=\"HB70\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB70&amp;year=2013&amp;code=R%20ary.aspx?bill=HB70&amp;year=2013&amp;code=R%20%3Ca%20href=\">http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB276&amp;year=2013&amp;code=R<\/a>&#8221; target=&#8221;_blank&#8221;&gt;HB70\u00a0and\u00a0<a title=\"HB276\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB276&amp;year=2013&amp;code=R\" target=\"_blank\">HB276<\/a>\u00a0would allow teachers and other school officials to carry concealed firearms in schools.<\/p>\n<p><a title=\"HB89\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB89&amp;year=2013&amp;code=R\" target=\"_blank\">HB89<\/a>\u00a0would create a misdemeanor crime of \u201cfailure to secure a firearm.\u201d<\/p>\n<p><a title=\"HB187\" href=\"http:\/\/gunvictimsaction.org\/fact-sheet\/fact-sheet-gun-show-loophole-arms-criminals\/\" target=\"_blank\">HB187<\/a>\u00a0would close the state\u2019s so-called \u201cgun show loophole\u201d that allows certain firearms sales to be made without background checks.<\/p>\n<p><a title=\"HB209\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB209&amp;year=2013&amp;code=R\" target=\"_blank\">HB209<\/a>\u00a0would make it illegal for federal officials to enforce federal firearms laws related to guns that have never left the state borders. It would also bar federal officials from implementing any restrictions on semiautomatic firearms.<\/p>\n<p><a title=\"HB350\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB350&amp;year=2013&amp;code=R\" target=\"_blank\">HB350<\/a>\u00a0would make it illegal to publish info on firearm owners and bar doctors from inquiring about guns in the home.<\/p>\n<p><a title=\"HB390\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB390&amp;year=2013&amp;code=R\" target=\"_blank\">HB390<\/a>\u00a0deals with simultaneous gun and controlled substance possession.<\/p>\n<p><a title=\"HB392\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB392&amp;year=2013&amp;code=R\" target=\"_blank\">HB392<\/a>\u00a0and\u00a0<a title=\"HB485\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB485&amp;year=2013&amp;code=R\" target=\"_blank\">HB485<\/a>\u00a0would create a crime of \u201cunlawful use of a firearm\u201d for cases when someone commits a felony while in possession of a firearm.<\/p>\n<p><a title=\"HB420\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB420&amp;year=2013&amp;code=R\" target=\"_blank\">HB420<\/a>\u00a0deals with concealed carry\/open carry and local ordinances.<\/p>\n<p><a title=\"HB494\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB494&amp;year=2013&amp;code=R\" target=\"_blank\">HB494<\/a>\u00a0would outlaw the possession of \u201chigh capacity firearm magazine(s)\u201d<\/p>\n<p><a title=\"HB533\" href=\"http:\/\/www.house.mo.gov\/billsummary.aspx?bill=HB533&amp;year=2013&amp;code=R\" target=\"_blank\">HB533<\/a>\u00a0would let state workers to keep their firearms in their cars when parked on state property.<\/p>\n<p><a title=\"SB266\" href=\"http:\/\/www.senate.mo.gov\/13info\/BTS_Web\/Bill.aspx?SessionType=R&amp;BillID=17912959\" target=\"_blank\">SB266<\/a>\u00a0would bar health care provider from including info about gun ownership in medical records.<\/p>\n<p><a title=\"SB268\" href=\"http:\/\/www.senate.mo.gov\/13info\/BTS_Web\/Bill.aspx?SessionType=R&amp;BillID=17912961\" target=\"_blank\">SB268<\/a>\u00a0would prohibit local ordinances that restrict open carry of firearms.<\/p>\n<p><a title=\"SB325\" href=\"http:\/\/www.stltoday.com\/pd.local\/tncms\/admin\/action\/%20http:\/www.senate.mo.gov\/13info\/BTS_Web\/Bill.aspx?SessionType=R&amp;BillID=18334868\" target=\"_blank\">SB325<\/a>\u00a0would declare the enforcement of certain federal gun regulations unenforceable in Missouri.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Elizabeth Crisp,\u00a0Post Dispatch Click here for original article A group of St. Louis-area House members is drawing attention for proposing legislation that would outlaw certain semi-automatic firearms.
