They commit American industry, public money, and foreign policy to years of expanded weapons production\u2014with little corresponding investment in preventing the wars those weapons are built to fight.<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">On August 31, the Pentagon announced seven-year agreements with <a href=\"https:\/\/www.gdots.com\/\">General Dynamics Ordnance and Tactical Systems<\/a> and <a href=\"https:\/\/www.lockheedmartin.com\/en-us\/index.html\">Lockheed Martin<\/a> to increase production of critical components for the <a href=\"https:\/\/www.lockheedmartin.com\/en-us\/products\/thaad.html\">Terminal High Altitude Area Defense<\/a> (THAAD) and <a href=\"https:\/\/www.lockheedmartin.com\/en-us\/products\/pac-3-advanced-air-defense-missile.html\">Patriot Advanced Capability-3 Missile Segment Enhancement<\/a> (PAC-3 MSE) interceptor programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Reuters, the Pentagon says the agreements will increase production quantities and accelerate delivery schedules for missile components supporting the two air and missile defense systems. The announcement comes amid a much broader campaign to dramatically expand the American missile-production base as wars and U.S. military operations have drawn down existing inventories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is an understandable argument for maintaining sufficient defensive interceptors. Governments have a responsibility to protect people from missile attacks, and recent wars have demonstrated the terrible consequences when civilians and military personnel lack adequate air defenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there is an enormous difference between maintaining a credible defensive capability and reorganizing the American industrial base around continuously expanding missile production.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction is disappearing.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">From Emergency Procurement to Permanent War Production<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Lockheed Martin has described its PAC-3 agreement with the government as a mechanism for increasing annual production capacity from approximately 600 interceptors to <strong><a href=\"https:\/\/news.lockheedmartin.com\/2026-01-06-Lockheed-Martin-and-Department-of-War-Advance-Landmark-Acquisition-Transformation-to-Accelerate-PAC-3-R-MSE-Production\">2,000 per year within seven years<\/a><\/strong>. The company delivered 620 PAC-3 MSE missiles in 2025, meaning the planned production system would eventually have the capacity to manufacture more than three times that number annually.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In July, the government also <a href=\"https:\/\/news.lockheedmartin.com\/2026-07-29-Department-of-War-Awards-Lockheed-Martin-58-62B-for-Multiyear-PAC-3-MSE-Production-to-Strengthen-the-Arsenal-of-Freedom\">awarded Lockheed Martin<\/a> a multiyear PAC-3 production contract with a total potential value of approximately <strong>$58.62 billion<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And PAC-3 is not an isolated case.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, RTX subsidiary Raytheon reached another seven-year Pentagon agreement intended to <a href=\"https:\/\/www.facebook.com\/ukdefencejournal\/posts\/raytheon-has-received-a-seven-year-contract-worth-229-billion-to-sharply-increas\/1487744080065517\/\">increase production of Tomahawk<\/a> cruise missiles, AMRAAM air-to-air missiles and SM-3 and SM-6 missile interceptors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Taken together, these agreements reveal something more consequential than a temporary response to depleted inventories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United States is constructing a long-term political economy of missile production.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Factories will expand. Supply chains will reorganize. Workers will be hired and communities will become economically dependent on defense contracts. Corporate investment decisions will increasingly assume that governments will continue purchasing enormous quantities of weapons years into the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lockheed itself has explained the logic clearly: long-term government commitments provide manufacturers with predictable demand, allowing companies to invest in facilities, suppliers and production capacity with confidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From an industrial standpoint, that makes sense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From the standpoint of peace, democracy and public spending, it should make us deeply uneasy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Seven-Year Contracts Create Seven-Year Constituencies for War Spending<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Military procurement does not simply respond to foreign policy. Over time, it helps shape foreign policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once billions of dollars have been invested in missile factories, production lines, subcontractors and specialized workforces, maintaining those investments becomes a political objective of its own.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members of Congress defend weapons programs because they provide jobs in their districts. Contractors lobby for additional procurement. Communities become dependent upon military spending. Executives reassure shareholders that demand will remain strong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eventually, the question subtly changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of asking, \u201cHow many missiles does the United States actually need?\u201d policymakers begin asking, \u201cHow do we keep these production lines operating?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is precisely why seven-year agreements deserve more scrutiny than ordinary procurement contracts. They do not merely purchase weapons. They institutionalize expectations of continued weapons purchases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A government serious about reducing global conflict should hesitate before constructing an economy that depends upon conflict remaining sufficiently dangerous to justify enormous arsenals.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Opportunity Cost Is Also National Security<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Every factory, engineer, mineral supply chain and federal dollar devoted to dramatically increasing missile production represents capacity that cannot simultaneously be devoted elsewhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United States faces enormous infrastructure needs. Communities struggle with housing affordability, aging water systems, inadequate public transportation, disaster preparedness, health-care costs, energy transition and climate resilience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are not peripheral social concerns unrelated to national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They are national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A family unable to afford housing is insecure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A city whose electrical grid cannot survive extreme weather is insecure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A community without adequate hospitals, schools or clean water is insecure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A country dependent upon fragile foreign supply chains for essential technologies is insecure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet Washington repeatedly treats military production as an investment while describing expenditures on human needs as costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The distinction is political, not economic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Missile factories create jobs. So do factories producing electrical transformers, rail equipment, medical devices, renewable-energy technology and infrastructure components.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Missile supply chains require engineers, machinists and advanced manufacturing. So does rebuilding American civilian infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question is therefore not whether industrial policy is necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question is <strong>what kind of industrial policy America wants<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Weapons Cannot Substitute for Diplomacy<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon&#8217;s expanding missile-production strategy is partly driven by real geopolitical instability. <a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_wars_involving_Ukraine\">Wars in Ukraine<\/a> and the <a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_modern_conflicts_in_the_Middle_East\">Middle East<\/a> and <a href=\"https:\/\/en.wikipedia.org\/wiki\/Timeline_of_United_States_military_operations\">U.S. military operations<\/a> have placed substantial pressure on <a href=\"https:\/\/abcnews4.com\/news\/nation-world\/fact-check-team-are-us-missile-stockpiles-running-low-heres-what-we-know-supplies-pentagon\">American weapons inventories<\/a>. <a href=\"https:\/\/www.reuters.com\/world\/us-has-used-virtually-all-its-long-range-precision-missiles-during-iran-war-2026-08-04\/\">Reuters reported this summer<\/a> that the government was pursuing billions of dollars in additional missile production as those conflicts strained existing stockpiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But this produces a dangerous feedback loop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">War depletes weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Depleted weapons generate enormous new weapons contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Expanded weapons capacity makes sustaining high levels of military spending easier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The underlying conflicts remain unresolved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then another round of weapons is required.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is no comparable seven-year mobilization for diplomacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No industrial surge for conflict prevention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No vast procurement system for mediation, arms control, humanitarian reconstruction or peacebuilding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United States is becoming exceptionally proficient at manufacturing the tools needed once diplomacy fails while chronically underinvesting in the institutions intended to keep diplomacy from failing in the first place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is not balance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Congress Should Ask a Different Question<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Peace Economy Project has long argued that debates about Pentagon spending should begin with needs rather than budgets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of asking how quickly industry can manufacture more missiles, Congress should first determine what quantity is genuinely necessary for a defensible security strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should require transparent accounting of the total cost of seven-year production agreements, including associated facilities and supplier investments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should examine whether multiyear commitments reduce future congressional flexibility and create pressure to continue purchasing weapons regardless of changing security conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And every major military-industrial expansion should include an opportunity-cost analysis showing what comparable public investment could accomplish in civilian manufacturing and infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">None of this requires pretending that threats do not exist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It requires refusing the equally dangerous assumption that every threat must produce another permanent expansion of the military-industrial complex.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seven years is a long time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wars can begin and end. Governments change. Technologies evolve. Diplomatic relationships shift. Strategic assumptions prove wrong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet factories built today will seek contracts tomorrow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United States should maintain the defensive capabilities genuinely necessary to protect people. But replenishing a stockpile should not become an excuse for constructing a permanently expanding missile economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Security cannot simply mean having enough weapons for the next war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A serious security policy must also ask what we are doing to make that war less likely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And right now, Washington is making a seven-year commitment to one side of that equation.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Pentagon\u2019s new long-term production agreements do more than replenish depleted stockpiles.
