Their policies can help sustain it.

In an August 23 article for Common Dreams, journalist Jon Queally reports that the former diplomats have urged Britain and France to impose a series of measures intended to bring Israeli policy into compliance with international law. Their warning is stark: “Palestine is being erased before our eyes.”

The diplomats describe conditions in Gaza in which approximately two million Palestinians remain confined to a fraction of a devastated territory, facing hunger, inadequate medicine, and widespread destruction of housing. They also point to home demolitions and settler violence in the occupied West Bank and East Jerusalem.

According to the diplomats, these conditions represent “a stain on the conscience of humanity, requiring the UK and France to act.”

And act is the important word.

From Condemnation to Consequences

Governments have issued statements of alarm, criticism, and condemnation throughout the war. But condemnation without consequences does little to change the calculations of governments conducting military operations.

The former diplomats are calling for policies with material consequences.

Their recommendations include suspending arms transfers to and from Israel, ending bilateral military cooperation, suspending preferential trade agreements, ensuring unrestricted humanitarian aid access to Gaza, banning trade connected to Israeli settlements, and enforcing decisions of the International Court of Justice and International Criminal Court.

They also call for restrictions on financial involvement in settlement expansion and penalties for citizens purchasing property on occupied Palestinian land.

These proposals recognize something fundamental about modern warfare: military violence does not begin when a bomb falls.

It begins much earlier.

It begins with appropriations.

It begins with weapons contracts.

It begins with technology transfers, military partnerships, logistical support, financing, diplomatic protection, and political decisions about which governments will continue receiving weapons despite documented civilian suffering.

If governments want an end to atrocities, they must examine the systems that make those atrocities possible.

Weapons Sales Are Policy Choices

Arms transfers are sometimes treated as if they exist outside foreign policy—as though weapons contracts are merely commercial transactions.

They are not.

Every weapons transfer represents a political decision about where military power should flow and whose military capacity a government is willing to strengthen.

That is why calls to end weapons transfers are so consequential.

Stopping an arms sale will not, by itself, resolve the Israeli-Palestinian conflict. It will not erase decades of displacement, occupation, trauma, violence, or political failure.

But governments cannot credibly demand restraint while simultaneously supplying the tools with which war is conducted.

There is an obvious contradiction between calling for civilian protection and supporting military systems that contribute to civilian destruction.

The former diplomats are asking Britain and France to confront that contradiction.

The United States should confront it as well.

What Does Weapons Accountability Look Like?

One of the most important statements in the diplomats’ letter comes from former British ambassador Peter Millett, who told Al Jazeera that what the signatories want is “action, not words.”

That distinction should guide public discussion far beyond Britain and France.

When governments say they support international humanitarian law, what happens when an ally is accused of violating it?

When officials say settlements are illegal, what happens to companies and financial institutions that profit from them?

When leaders say civilians must receive humanitarian assistance, what happens when that assistance is obstructed?

When governments say civilian deaths are unacceptable, what happens to military assistance?

Without consequences, international law risks becoming something governments invoke selectively rather than a standard they are willing to uphold.

And selective law is ultimately unstable law.

A Peace Economy Requires Different Choices

The debate over Gaza is also a debate about what governments choose to fund, protect, and prioritize.

Resources devoted to weapons production and military alliances do not exist in a political vacuum. They reflect a broader assumption that security can be created through ever-expanding military power.

But genuine security cannot be measured simply by the number of weapons a nation possesses or supplies to its allies.

Security also means food.

Housing.

Healthcare.

Human rights.

Political freedom.

The ability of children to grow up without bombs falling over their homes.

The ability of families to remain on their land.

The ability of humanitarian workers to deliver food and medicine without obstruction.

The ability of journalists to document what is happening.

The diplomats’ proposals therefore raise a larger question for every weapons-exporting nation: What would foreign policy look like if the preservation of human life carried as much political weight as military alliances and arms contracts?

That is not an abstract question.

It is a budgetary question.

It is a trade question.

It is a diplomatic question.

And ultimately, it is a moral question.

The former diplomats end their appeal with a warning that reaches well beyond Israel and Palestine:

“Where there is no law, none of us is safe.”

Governments now have to decide whether international law is something they merely cite—or something they are willing to enforce.

Source: Jon Queally, “‘Palestine Is Being Erased Before Our Eyes’: 100 Former French, British Diplomats Say End Weapons Sales, Trade With Israel,” Common Dreams, August 23, 2026.

More than 100 former British and French diplomats are calling on their governments to move beyond statements of concern over the destruction of Gaza and the occupied West Bank and take concrete action—including ending weapons transfers and military cooperation with Israel.
