{"id":8944,"date":"2026-02-18T09:22:09","date_gmt":"2026-02-18T15:22:09","guid":{"rendered":"https:\/\/peaceeconomyproject.org\/wordpress\/?p=8944"},"modified":"2026-02-18T09:22:26","modified_gmt":"2026-02-18T15:22:26","slug":"weekly-brief-feb-17-domestic-militarization-watch","status":"publish","type":"post","link":"https:\/\/peaceeconomyproject.org\/wordpress\/weekly-brief-feb-17-domestic-militarization-watch\/","title":{"rendered":"Weekly Brief Feb. 17: Domestic Militarization Watch"},"content":{"rendered":"\n<p class=\"\"><em>February 17, 2026<\/em><\/p>\n\n\n\n<p class=\"\"><strong>\ud83d\uded1Partial Government Shutdown over DHS Funding to Continue<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\">A partial government shutdown began Saturday, with Congress scheduled to be out of Washington until Feb. 23, as Democrats and the <strong>White House failed to reach a deal on DHS funding<\/strong> through the remainder of fiscal year 2026 <em>(<\/em><a href=\"https:\/\/www.cbsnews.com\/news\/government-shutdown-dhs-funding\/\"><em>CBS News<\/em><\/a><em>, 14 Feb. 2026)<\/em>.<\/li>\n\n\n\n<li class=\"\">The shutdown impacts all agencies under the Department of Homeland Security umbrella, including <strong>ICE and Customs and Border Protection<\/strong>, as well as the <strong>TSA, Coast Guard, and FEMA<\/strong> <em>(<\/em><a href=\"https:\/\/www.cbsnews.com\/news\/government-shutdown-dhs-funding\/\"><em>CBS News<\/em><\/a><em>, 14 Feb. 2026<\/em>).<\/li>\n\n\n\n<li class=\"\">On Monday, Democrats sent a counteroffer, but details weren&#8217;t immediately clear. However, Democrats had vowed to oppose funding without reforms to ICE and CBP following two deadly shootings by federal agents in Minneapolis last month <em>(<\/em><a href=\"https:\/\/www.cbsnews.com\/news\/government-shutdown-dhs-democrats-counteroffer-republicans\/\"><em>CBS News<\/em><\/a><em>, 17 Feb. 2026)<\/em>.<\/li>\n\n\n\n<li class=\"\">Senate Minority Leader Chuck Schumer reiterated Democrats&#8217; opposition, stating on Sunday that Democrats have <strong>&#8220;three basic objectives to rein in ICE and end the violence,&#8221;<\/strong> including the end of roving patrols and barring ICE agents from entering certain places; a use-of-force code for immigration enforcement agents; and requiring agents not to wear masks and to don body cameras <em>(<\/em><a href=\"https:\/\/www.cnn.com\/2026\/02\/12\/politics\/department-homeland-security-government-shutdown?iid=cnn_buildContentRecirc_end_recirc&amp;recs_exp=up-next-article-end&amp;tenant_id=related.en\"><em>CNN<\/em><\/a><em>, 16 Feb. 2026)<\/em>.<\/li>\n\n\n\n<li class=\"\">In the meantime, funding for DHS remains in limbo. However, more than 90% of DHS\u2019 272,000 total employees and <strong>93% of ICE and CBP workers will continue working during the shutdown, <\/strong>most without pay <em>(<\/em><a href=\"https:\/\/www.cbsnews.com\/news\/government-shutdown-dhs-democrats-counteroffer-republicans\/\"><em>CBS News<\/em><\/a><em>, 17 Feb. 2026).<\/em><\/li>\n\n\n\n<li class=\"\">Regardless of the shutdown, the work of ICE and CBP will continue unabated, thanks to Trump\u2019s One Big Beautiful Bill Act, which <strong>redirected billions of dollars to deportation<\/strong> <strong>operations<\/strong> <em>(<\/em><a href=\"https:\/\/apnews.com\/live\/trump-dhs-government-shutdown-2-17-2026\"><em>AP News<\/em><\/a><em>, 17 Feb. 2026)<\/em>.<\/li>\n<\/ul>\n\n\n\n<p class=\"\"><strong>\ud83c\udfe2Trump Plans Mass Expansion of Detention Centers Across the U.S.&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\">ICE plans to<strong> spend $38.3 billion to acquire warehouse properties nationwide and convert them into detention centers<\/strong> capable of holding tens of thousands of immigrants, according to a newly released DHS document <em>(<\/em><a href=\"https:\/\/apnews.com\/article\/ice-detention-facilities-expansion-warehouses-c61c3e23c4246e94a760b4d979cb9c48\"><em>AP News<\/em><\/a><em>, 13 Feb. 2026)<\/em>.<\/li>\n\n\n\n<li class=\"\">The document, \u201c<a href=\"https:\/\/www.governor.nh.gov\/sites\/g\/files\/ehbemt971\/files\/media\/media_document\/merrimack-nh-detention-reengineering-initiative-final.pdf\">ICE Detention Reengineering Initiative<\/a>\u201d outlines a plan for a \u201cnew detention model\u201d to be fully implemented by the end of September 2026 and will <strong>focus on \u201cnon-traditional facilities\u201d built specifically to accommodate<\/strong> the agency\u2019s recent hiring surge and the anticipated increase in arrests <em>(<\/em><a href=\"https:\/\/apnews.com\/article\/ice-detention-facilities-expansion-warehouses-c61c3e23c4246e94a760b4d979cb9c48\"><em>AP News<\/em><\/a><em>, 13 Feb. 2026)<\/em>.<\/li>\n\n\n\n<li class=\"\">The massive expansion plan, <strong>financed by Trump\u2019s One Big Beautiful Bill Act<\/strong>, includes the acquisition and renovation of eight large-scale detention centers and 16 processing sites, as well as the acquisition of 10 existing \u201cturnkey\u201d facilities where ICE ERO already operates <em>(<\/em><a the document comes after ICE has been <strong>quietly purchasing at least seven warehouses in the past few weeks<\/strong> in Arizona, Georgia, Maryland, Pennsylvania and Texas <em>(<\/em><a class=\"\">However, <strong>ICE has encountered pushback on proposed sites<\/strong> in other areas of the U.S., from local officials, community members and advocacy groups, amid growing scrutiny over its treatment of migrants in detention and concerns of the potential strain on local infrastructure and economy.&nbsp;<\/li>\n\n\n\n<li class=\"\">Owners in several communities have declined to sell or proceed with proposed deals, including sites in Hutchins, TX, Kansas City, MO, and Oklahoma City, OK <em>(<\/em><a class=\"\"><strong>\ud83d\ude94ICE Partnerships with Local Police Surge Under Trump&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\">The use of a federal ICE program that deputizes local police for immigration enforcement has <strong>dramatically increased under President Donald Trump&#8217;s second term<\/strong> in office (<a href=\"https:\/\/abcstlouis.com\/news\/nation-world\/ice-local-police-departments-working-together-more-for-immigration-arrests-report-donald-trump-joe-biden-dallas-louisiana-florida\"><em>ABC News St. Louis<\/em><\/a><em>, 16 Feb. 2026<\/em>).&nbsp;<\/li>\n\n\n\n<li class=\"\">The 287(g) program, established in 1996, allows state and local law enforcement <strong>officers to act as immigration enforcement agents<\/strong> and provides $7,000 of equipment funds for each officer that completes the training (<a executive order calling for DHS to \u201cmaximize the use of 287(g) agreements\u201d, marking one of the most visible shifts in the administration&#8217;s anti-immigration agenda <em>(<\/em><a
