And the President has reluctantly signed the measure thereby keeping the government from once again shutting down. At 2,232 pages there is something for almost everyone. Well not everyone; if you believe that the dreamers should receive immigration relief, or that the Affordable Care Act should receive help in order to keep premiums somewhat in control, you won\u2019t find it here.<\/p>\n<p>However, if you are a member of the Military \u2013 Industrial \u2013 Congressional complex, you have to be elated.<\/p>\n<p>Overall, the amount for the military is $700 billion, and $716 billion next fiscal year. The FY 2018 amount includes $65 billion in Overseas Contingency Operations (money for Iraq, Afghanistan, and Syria). The increase in military spending is $61 billion over FY 2017. Active duty strength will be 1,322,500 and reserve strength 816,900&#8211;all told an increase of 9500 more troops.<\/p>\n<p>Components of this massive appropriation include:<\/p>\n<div>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0$137 billion for personnel, that includes a 2.4 pay raise<\/div>\n<\/div>\n<div>\n<p><span style=\"color: #000000;\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0$89 billion for research and development, $16 billion more than 2017.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0$144 billion for procurement, an increase of $25 billion over 2017.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0$238 billion for operations and maintenance.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\">One of President Trumps recent tweets spoke of the coming \u201carms race.\u201d Many responded along the lines of \u201cwhat do you mean arms race; nobody said anything about an arms race.\u201d\u00a0\u00a0My response is look at the numbers \u2013 Russia spends between $70 and $100 billion annually, China around $150 and $200 billion and we are about to spend $700 billion with an additional $716 billion starting next October. Not to mention our many large allies. These numbers go back to the magnitude of the cold war.<\/p>\n<p style=\"font-weight: 400;\">Here are some of the things the Pentagon wants to buy, as presented in a recent list by Military.com<\/p>\n<p style=\"font-weight: 400;\"><strong>Army.<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>Vehicles:<\/strong><\/p>\n<p style=\"font-weight: 400;\">* $348 million for 116\u00a0<a href=\"http:\/\/www.military.com\/equipment\/m1126-stryker-combat-vehicle\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.military.com\/equipment\/m1126-stryker-combat-vehicle&amp;source=gmail&amp;ust=1522859876571000&amp;usg=AFQjCNHG2t8ToRLK7z2B2TKdTX30HaSFow\"><u>Stryker<\/u><\/a>\u00a0Double V-Hull upgrades and $300 million for Stryker lethality upgrades<\/p>\n<p style=\"font-weight: 400;\">* $1.1 billion for the upgrade of 85\u00a0<a href=\"http:\/\/www.military.com\/equipment\/m1a2-abrams-main-battle-tank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.military.com\/equipment\/m1a2-abrams-main-battle-tank&amp;source=gmail&amp;ust=1522859876571000&amp;usg=AFQjCNHQVe7WQCIRsX4_ch8cCs7083YwJw\"><u>Abrams<\/u><\/a>\u00a0tanks (more tanks!)<\/p>\n<p style=\"font-weight: 400;\">* $483 million for the upgrade of 145\u00a0<a href=\"http:\/\/www.military.com\/equipment\/m2-m3-bradley-fighting-vehicle\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.military.com\/equipment\/m2-m3-bradley-fighting-vehicle&amp;source=gmail&amp;ust=1522859876571000&amp;usg=AFQjCNH4l0KEo2VTQjZjgy0UyoSAJpg5DA\"><u>Bradley Fighting Vehicles<\/u><\/a>.<\/p>\n<p style=\"font-weight: 400;\">* $220 million for\u00a0<a href=\"http:\/\/www.military.com\/national-guard\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.military.com\/national-guard&amp;source=gmail&amp;ust=1522859876571000&amp;usg=AFQjCNGMddDxJoH22X0iZtu0qD4p4vEXWg\"><u>National Guard<\/u><\/a><a href=\"http:\/\/www.military.com\/equipment\/high-mobility-multipurpose-wheeled-vehicle-hmmwv\" &#8211;\u00a0<\/strong>Construction of 14 new ships: one aircraft carrier, two Virginia- class submarines, two DDG-51 destroyers, three\u00a0<a href=\"http:\/\/www.military.com\/equipment\/littoral-combat-ship-lcs\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.military.com\/equipment\/littoral-combat-ship-lcs&amp;source=gmail&amp;ust=1522859876571000&amp;usg=AFQjCNFv6gEu2Efh-kekll7BUwk1eS91Cg\"><u>Littoral accelerate procurement of a Heavy Polar Icebreaker,<\/p>\n<p style=\"font-weight: 400;\"><strong>And a whole lot more planes<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>*<\/strong>Six carrier variant, and four vertical take-off\u00a0<a href=\"http:\/\/www.military.com\/topics\/joint-strike-fighter\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.military.com\/topics\/joint-strike-fighter&amp;source=gmail&amp;ust=1522859876571000&amp;usg=AFQjCNHxDHsstX3UDjp2VJ32JaMc7imLzA\"><u>F-35 How much is allocated in the new budget for this plane (estimated cost $500 million plus per plane) is not clear.<\/p>\n<p style=\"font-weight: 400;\"><strong>*<\/strong>$1.2 billion? for 10 conventional take-off and landing F-35As<\/p>\n<ul>\n<li style=\"font-weight: 400;\">$510 million for three<a href=\"http:\/\/www.military.com\/equipment\/kc-46a-tanker\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.military.com\/equipment\/kc-46a-tanker&amp;source=gmail&amp;ust=1522859876572000&amp;usg=AFQjCNG5ANVe3ngLVaT0XUVZcAXHKA9bfw\"><u>KC-46A<\/u><\/a>tanker aircraft (Air Force).<\/li>\n<li style=\"font-weight: 400;\">$130 million for two C-37B aircraft (Air Force)<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">* $103 million for the wing replacement program on the\u00a0<a href=\"http:\/\/www.military.com\/equipment\/a-10-thunderbolt-ii\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.military.com\/equipment\/a-10-thunderbolt-ii&amp;source=gmail&amp;ust=1522859876572000&amp;usg=AFQjCNERtRIlJqIG_kBanighBPQbBA5IBQ\"><u>A-10 Thunderbolt<\/u><\/a>\u00a0(until recently the Pentagon wanted to kill this plane)<\/p>\n<ul>\n<li style=\"font-weight: 400;\">$100 million for one<a href=\"http:\/\/www.military.com\/equipment\/hc-130j-combat-king\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.military.com\/equipment\/hc-130j-combat-king&amp;source=gmail&amp;ust=1522859876572000&amp;usg=AFQjCNEiHuCYWxphZ1KyxXFBoyFuVn4txQ\"><u>HC-130J<\/u><\/a>aircraft (Air Force).<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>Missiles<\/strong><\/p>\n<p style=\"font-weight: 400;\">* $11. 5 billion for the Missile Defense Agency (if only there was confidence that the anti ICBM system worked).<\/p>\n<p style=\"font-weight: 400;\">* $568 million to expand Missile Field #4 at Fort Greely, Alaska ( 20 additional Ground-Based Interceptors.)<\/p>\n<p style=\"font-weight: 400;\">\n<\/div>\n<div>\n<div><b>Good News<\/b><\/div>\n<p><b>The Korean Summit.\u00a0<\/b>The recent decision by<b>\u00a0<\/b>President Moon Jae-in (South Korea), Kim Jung-un (North Korea) and President Trump is promising. Of course, it may go nowhere, and, worse case, could enflame tensions more severely than ever. However, for the time being the prospect of not hearing about \u201cfire and fury\u201d, \u201crocket man\u201d and the size of nuclear buttons, is a welcome change.<\/p>\n<p><b>Department of Defense Audit.<\/b>\u00a0It is hard to believe, but in December, David Norquist, the Defense Department Comptroller announced that this year an audit would be issued on\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_1645140258\"><span class=\"aQJ\">November 15<\/span><\/span>, to be repeated in the years to come. For years members of Congress have demanded such an audit, while other groups like the General Accountability Office have claimed it was impossible. Reportedly, \u00a02400 auditors will be assigned to the project, many from independent public accounting firms.<\/p>\n<p><b>No First Use Bill.<\/b>\u00a0\u00a0In November 2017, Congress Adam Smith, Democrat from the 9<sup>th<\/sup>\u00a0Congressional district of the State of Washington, and a member of the House Armed Services Committee, \u00a0introduced HB 4415 which would have the USA adopt a policy not to be the first to use a nuclear weapon. Senator Ed Markey (D-MA) and Representative Ted Lieu (D-CA33) have proposed similar measures. President Obama is said to have seriously considered this policy, but ultimately was talked out of it.<\/p>\n<p><b><span style=\"color: #000000;\">Bad News<\/span><\/b><\/p>\n<div><span style=\"color: #000000;\"><b>The turnover continues.\u00a0<\/b>John Bolton replaces Lieutenant General HR McMaster as chief National Security Advisor. We are told that McMaster didn\u2019t click with President Trump; that the President felt he was too cautious and boring in his briefings. In his place Trump wants a long-time hawk. Bolton tried to deal with Iran Contra as deputy Attorney General to President Reagan; later, he argued, and still does for the invasion of Iraq back in 2003, and as recently as last month he was stating the case for a preemptive strike in North Korea. On Fox news he also has claimed that Iran should be bombed. Is this the person we need coordinating strategy analysis for the President?<\/span><\/div>\n<div>\n<div>\n<p style=\"font-weight: 400;\">\u00a0<b>Trump Doubles down on Saudi Arabia.<\/b>\u00a0As President Obama was leaving office he decided to block the transfer of \u201cprecision\u201d weapons to Saudi Arabia. The concern was that in its war against the Houthi rebels, \u00a0there were unacceptably civilian casualties. The President and Mad dog Mattis see it differently. They have approved the sale of 6700 US made (Raytheon) anti-tank missiles to Saudi Arabia. All told, the military aid to S.A.will add up to around one million dollars.<\/p>\n<\/div>\n<div>\n<p><b>Our old favorite, the F-35.<\/b>\u00a0\u00a0The evening television news has footage of the latest and greatest joint strike fighters on aircraft carriers off the coast of Korea, with brave talk from the pilots.
