defense budget cuts for fiscal year 2013 will be over on November 1st, Deputy Defense Secretary\u00a0<a href=\"http:\/\/www.washingtontimes.com\/topics\/ashton-carter\/\">Ashton Carter<\/a>\u00a0said Wednesday, but added that \u201cno one knows what comes next here in Washington.\u201d<\/p>\n<p>In the coming weeks, defense officials will be examining how the\u00a0<a href=\"http:\/\/www.washingtontimes.com\/topics\/pentagon\/\">Pentagon<\/a>\u00a0can manage through fiscal year 2014 if the defense budget is held to levels other than the president\u2019s proposed 2014 budget, and brief the results to the\u00a0<a href=\"http:\/\/www.washingtontimes.com\/topics\/united-states-senate-committee-on-armed-services\/\">Senate Armed Services Committee<\/a>\u00a0on July 1st,\u00a0<a href=\"http:\/\/www.washingtontimes.com\/topics\/ashton-carter\/\">Mr. Carter<\/a>\u00a0said at a\u00a0<a id=\"itxthook0\" href=\"http:\/\/www.washingtontimes.com\/news\/2013\/jun\/5\/pentagon-planning-defense-cuts-made-worse-beltway-\/#\" rel=\"nofollow\">conference<\/a>\u00a0in Washington.<\/p>\n<p>With defense cuts of $500 billion over the next decade still in force under the Budget Control Act,\u00a0<a href=\"http:\/\/www.washingtontimes.com\/topics\/ashton-carter\/\">Mr. Carter<\/a>\u00a0said the department was planning for several contingencies under its \u201cstrategic choices and\u00a0<a id=\"itxthook1\" href=\"http:\/\/www.washingtontimes.com\/news\/2013\/jun\/5\/pentagon-planning-defense-cuts-made-worse-beltway-\/#\" rel=\"nofollow\">management<\/a>\u00a0review,\u201d which Defense Secretary\u00a0<a href=\"http:\/\/www.washingtontimes.com\/topics\/chuck-hagel\/\">Chuck Hagel<\/a>\u00a0will be internally briefed on within the next week.<\/p>\n<p>The\u00a0<a href=\"http:\/\/www.washingtontimes.com\/topics\/pentagon\/\">Pentagon<\/a>\u00a0will use the results of the review to formulate budgets at several levels for fiscal year 2015 and beyond,\u00a0<a href=\"http:\/\/www.washingtontimes.com\/topics\/ashton-carter\/\">Mr. Carter<\/a>\u00a0said.<\/p>\n<p>The first level would be at the president\u2019s proposal for fiscal year 2014, which defense officials \u201cbelieve is the right level to meet today\u2019s complex national security threats and to\u00a0<a id=\"itxthook2\" href=\"http:\/\/www.washingtontimes.com\/news\/2013\/jun\/5\/pentagon-planning-defense-cuts-made-worse-beltway-\/#\" rel=\"nofollow\">achieve<\/a>\u00a0further reductions in defense spending totaling $150 billion over 10 years,\u201d he said.<\/p>\n<p>\u201cThis is the responsible way to cut, because the cuts would ramp up over those 10 years, giving us time to plan and adjust,\u201d he said.<\/p>\n<p>The second level would be at the \u201cworst\u00a0<a id=\"itxthook3\" href=\"http:\/\/www.washingtontimes.com\/news\/2013\/jun\/5\/pentagon-planning-defense-cuts-made-worse-beltway-\/#\" rel=\"nofollow\">case<\/a>\u00a0scenario\u201d under full sequestration, where $52 billion would be cut from the budget next year, and a total of $500 billion over the next 10 years, he said.<\/p>\n<p>A third level would be between the president\u2019s budget and full sequestration, he said.<\/p>\n<p>He called the effects of the automatic defense budget cuts so far in 2013 \u201cnot only regrettable and embarrassing, but disruptive,\u201d citing grounded\u00a0<a id=\"itxthook4\" href=\"http:\/\/www.washingtontimes.com\/news\/2013\/jun\/5\/pentagon-planning-defense-cuts-made-worse-beltway-\/#\" rel=\"nofollow\">Air Force<\/a>\u00a0squadrons, canceled Army training exercises, and furloughed civilian workers.<\/p>\n<p>\u201cPerhaps the most concerning is that sequestration is painting an uncertain picture of the United States in the eyes of\u00a0<a id=\"itxthook5\" href=\"http:\/\/www.washingtontimes.com\/news\/2013\/jun\/5\/pentagon-planning-defense-cuts-made-worse-beltway-\/#\" rel=\"nofollow\">friends<\/a>\u00a0and foes alike that could be dangerously out of
